HISTORY

     The exact date of the establishment of the archive in Panevėžys has not been established. It is only known that in April-May 1941 it had already started collecting documents.

     When the war broke out on 22 June 1941, the documents collected in the archive were evacuated to Rokiškis and left unattended, as there was no possibility of further removal. Nothing is known about the further fate of these documents.

     The State Archive of Panevėžys County resumed its activities in August 1944. The documents of institutions, enterprises and organisations that had survived the war began to be collected anew. The archive was given 4 rooms at 72 Republic Street. Later it was moved to 30 A. Domaševičius (now A. Smetonos) Street.

     In 1950, after the abolition of counties and the creation of districts, the Panevėžys County State Archive was reorganised into the Panevėžys District State Archive.

     In 1955, after the change of the archive's subordination, it became the State Archive of Panevėžys City.

     On 1 January 1964, the Panevėžys branch of the Central State Archives of the Lithuanian SSR (hereinafter referred to as the LCVA) was established to replace the liquidated State Archives of Panevėžys City, Biržai, Kupiškis, Pasvalys and Rokiškis districts, and was entrusted with the functions of a regional archive.

     In 1980, the Panevėžys Branch of the LCVA was established in a new building constructed in accordance with the Union's standard project for the archive at 3 M. Valančiaus Street. The documents previously stored in the chapel of the closed Marian monastery at 24 P. Rotomskis (now Marijonų) Street were transferred to the archive.

After the restoration of Lithuania's independence and the change of the names of the institutions of the archives system on 25 July 1990, the former branch of the LCVA in Panevėžys became the Panevėžys State Archives. On 28 May 1993, it was renamed the Panevėžys District Archives. On 7 March 1997, when the counties were formed, it was renamed the Panevėžys County Archives.

     On 1 January 2017, as part of the reorganisation of the entire archives system, the Panevėžys County Archives was merged into the Šiauliai County Archives, and was given the name of the Šiauliai Regional State Archives, while the Panevėžys County Archives was given the legal status of a branch.

     In 2019, the reconstruction of the building was completed following the successful implementation of an investment project. The building has been substantially modernised and complies with energy efficiency class A. A basement has been added, an additional floor has been built, and a microclimate support system has been installed for the storage rooms, which did not exist before. Thanks to reinforced slabs, the storage facilities are equipped with mobile racking only. The total area of the building has increased from 926 m² to 1549 m^2. Although the storage area has only increased by 180 m² , the amount of shelving for document storage has more than doubled to 7 274 linear metres. 

COMPLEXES OF STORED DOCUMENTS

     The Panevėžys Branch of the Šiauliai Regional State Archive preserves and collects documents on the activities of local governments, other state institutions and enterprises operating in the territory of the present-day territory of Panevėžys County, oversees the management of the documents of state and municipal institutions, institutions and enterprises that are transferred to the archive, ensures public access to the preserved documents, and on the basis of the documents issues certificates, certified copies of documents, and excerpts for confirming the facts stated in the applications of individuals.

     The Panevėžys branch of the Šiauliai Regional State Archive holds 366614 files, which are included in 3189 files and form 1179 fonds. The documents stored in the archive cover 4120 metres and form 2 complexes.

     The Soviet period (1940-1941 and 1944-1990) document complex consists of documents from 1940-1941, 1944-1950 from Panevėžys city, Biržai, Kupiškis, Panevėžys, Pasvalys and Rokiskis districts, 1950-1962 from Joniškės, Pandelis, Obeliai, Ramygala and Vabalninkas districts, 1950-1990 from Panevėžys city, Biržai, Kupiškis, Panevėžys, Pasvalys, and Rokiskis districts, and 1950-1992 from Joniškės, Pandelis, Obeliai, Ramygala and Vabalninkas districts. Documents of local government and administration, justice, planning, statistics, finance, construction, transport, trade, training and education, culture, health, industrial enterprises, collective farms, Soviet farms, social and other organisations in the districts of Panevėžys, Biržai, Kupiškis, Panevėžys, Pasvalys and Rokiskis.

 The fonds of the period of independence (since 1990) consists of documents of the municipal and administrative, notarial, agrarian reform services, agricultural companies and other institutions of the Republic of Lithuania in Panevėžys, Biržai, Kupiškis, Panevėžys, Pasvalys, Rokiškis districts, Panevėžys County (since 1995), which have been functioning and are still functioning.
